Yeah, that'd be the whole point of the GOTO. For formal reasons, I probably could have also included a line 40 with just END as the text.

Yup. Even though the line would never be seen, it's still supposed to be there.

The program doesn't even need it to know it ends.

IIRC, it's a holdover from ancient times when memory was more volatile. A loop may be broken. So, you still include the END.

I learned all those languages in high school computer class. I remember reading the textbooks for the computer class from front cover to back cover the very first day of school. I never got a single question wrong on a single test the whole school year. People were accusing me of being a computer LoL
