I know the canteen at the local jail is run by the former sherriffs wife, at least thats what they put on the company tax documents

Yeah, there's other canteen services that sell stuff like see-through televisions, radios, and alarm clocks. They sell stuff that's only suitable for inmate use. They also sell the ramen noodles, the candy, and all that shit. There are a few of 'em that do it.

The prisons are the only ones around here that can order the see through things, the only things you can order in the jail is the snacks and the toiletries

Yeah, that's pretty common for jails. If I were gonna be doing more than a few days, I'd much rather do it in prison.
