Oh, it's definitely illegal when you harvest the opium. I am just not sure if it's illegal before that - but I'm pretty sure it isn't.

You can actually order poppy bulbs and make a tea out of them. That's perfectly legal. You won't get very high.

LOL It's much, much better if you refine it.

Also, the mallow plant grows in the marshes of Egypt, along the Nile. That's where we get 'marshmallow' from, except the two products are rather dissimilar.
