Humans have always been the weakest link. Simply sounding authoritative on the phone can get you all sorts of shit, especially if you did a little research ahead of time.

yeah i never even get asked to identify myself, i could probably get physical access to the whole bank system with a piece of paper pretending to be a work order

Just find the right IT support staff and yell at them until they give you the root/admin password.
