We The People will have to initiate all this on our own, because the inept governments will never be able to do it. Right now Trump is advocating a "laissez-faire" policy (hands off policy)......to let a hodge podge of local governments figure all this out for themselves and "do their own thing", rather then rolling out "best practices" at the national level. So its up to whatever clowns stole elections and got into office.....very sad to say. So We The People, as usual, are on our own, figure out what needs to be done and do it. The sooner the better.
