Lieutenant Khatu Khubchandani of the Portsmouth Police Department rescued an old black female dog from a small body of water covered with ice and filled with mud in the Montaup Country Club around 8am yesterday. Photos released by the police department showed Khubchandani rescuing the howling animal, which had gotten away from its owner and was struggling in the icy water. The Lieutenant had to break the ice and wade into the cold, muddy water until he reached the black dog.
