While I do agree with you it was a risky move, I guess there's an argument to be made about if the perp would stab their hostage when shot. Most people go into shock when hit. You can see the guy get hit, and his reaction was one of "wait, what just happened?" -- probably not going to go into a stabbing rage with hot metal burning a hole in you.
