No I think he's right. There are two big problems. 1, I don't think those trucks can move at all with the boom up. I think the boom is even locked out if the feet aren't down.
2, why would the boom even be up? If the guy had finished, he'd need to get out of the bucket to drive. Why would he have put up a bucket with no one in it?!
The truck would also be horribly unbalanced. I think it's funny, but pretty fake. It should have taken out those signs.
I'm not saying it's real or fake I found this on the internet. But if it is real there could easily be a fault that allowed the boom to rise while driving. You're right in the point it looks fake as cars are just driving past and not alerting the truck driver and the boom seems unnaturally close to the signs. At the end of the day it's just a gif to laugh at and thanks for taking all the fun out of it guys.
