It is a western brown bear mother. You can see her cub run off right at the beginning. She is standing her ground to give the cub time to escape. It was in defensive mode. If they lady just called her dogs off, the bear would have fled anyway. This is an urban interface issue that the wildlife always loses. People buy houses next to parks and preserves an have no idea how to deal with the wildlife that lives there.
Did you see how many fucking dogs she had? No way they were trained to be called off when a bear goes in there back yard.

Agreed: Brown bears don't like being barked at by dogs, they usually just leave. Probably the only reason she-bear took a swipe at the dog was because of the cubs. Unlike grizzlies, brown bears don't really consider dogs or humans to be on their menu, and fatalities are very rare.
