They are, you're exactly right, all the above-ground tests had both rockets and balloons in the air as well as many dummy targets on the ground or floating on the water. Most of the rockets and balloons were equipped with instruments such as shock recorders, thermocouples, microphones, barometers, and so forth. In Nevada they would set off a blast and then immediately send in a few platoons of soldiers to pick up the science shit.
