You feel the volts, the amps kill. If they were smart they'd step up the voltage but minimize the current. Painful but non lethal and no injury

It was likely just your standard 110. Why make it complicated right?

I doubt it was an electric fence energizer. Those give more of a POP when touched. The guy seemed to jiggle a little.

When I touched one of those fences, it's vibrated my whole body.

Though I touched it with my spine while stepping through it.

Electric fence chargers zap off and on giving the victim time to let go. Some frugal old timers used to just strip wire and place it into outlets. There's no "off" with this method, and many would awake to crispy raccoons and squirrels that couldn't let go.
