"The plan will replace the RCID with a state-run board whose members will be appointed by the governor..." Disney will tie this up in court as long as they can. Then Disney will run their own candidate for the office of governor (and probably already has/had their own politicians in place in other relevant offices.) While it looks great for the current governor, I really don't see Disney being held liable for the money in the long run
