Strange. This just looks like a typical cycle from where I am. Yeah, its been about 15-20 years but this is Normal for where I am from.
[edit] I think they are forecasting their possible results. Fairly common if you grow yearly and have diverse crops.

Near typical, slightly slow start here, last frost came last week. Lots of early folks lost plants. Sun/rain mix is great .... so far.
