This is ripe for a lawsuit. They can probably enforce the account piece, but I bet a court will rule they have to transfer the library of the deceased, since it is an asset.

You don't own the games, you are paying for the right to play them. I'm quite sure it is in ToS this is non transferable.

You technically own them after you download them. Legally, not so much.

I remember seeing 4 digit accounts every now and then back in the day.

This will prompt someone who knows how to make a program which extracts an installed Steam game and makes it into a file more like those from G.O.G.
