I don't really see what would be hard about it.

Just get off the shelf PC components from China, stick them in case you like, and add a customized Linux OS.

As long as China trades with them they can do any electronics project they want.

What they should really be focused on is trying to build their own chip fabs. Every country should be.

The only problem is - no gaems. Game development is almost a dead venture in Russia, unless it's shit phone or browser games, and even those aren't that big. The big three of greats - Vangers, Space Rangers, and Pathologic - were all released ages ago. The only recent big release was Tarkov.

The most recent big budget game that came out of Russia is Atomic Heart, a single-player first person shooter that's sort of like Bioshock. Sadly the game was just okay.

I didn't mention it because their main office is located in Cyprus, but since it was made predominately by Russians I guess you can count it as one. That game was in quite a development hell for a long time, and even then it turned out better than the first Metro game imo.
