I don't know why people think this would change a game like Immortal anyway. They'd simply make it some other type of obnoxious microtransaction system instead of the current one.
In Canada you can't have giveaways as they are considered gambling. But you can still do giveaways and they are done all the time. How? It has to be a skill-based 'game'. You ask the participant a question like "what's 2+2?" Legally that makes the giveaway a skill-based game and thus not gambling. It's what Diablo Immortal did with its lootboxes by hiding them inside a rift.
