Not the term, it opens the DOS prompt and runs the virus that is already in the zip or rar file you downloaded so it's a windows program that is used to execute the virus.

Command "cmd" is the old dos type where you type in term like internet explorer.exe and your web browser opens or if you're having internet connection problems from hell then in windows type netsh winsock reset which returns your internet network stack configuration to factory settings so any changes a virus or program made will be removed and it basically removes all shit and leaves your system in standard settings.

If you used linux it would be the terminal. Now if you open the start menu look for the run box. Now type cmd.exe, this is safe btw. That is the command com or dos prompt you will see like the old days of window 3.1 through xp this was really the norm for some stuff back then. To clean the system in the computer I'm using now I type sudo apt autoremove then type in the password and it's clean in 1 second or so unlike windows 10 cleanup that takes up to 5 minutes for the same thing sometimes.
