I tried a 20v20 battle. I have a 3080 laptop @ 90W. It seems to run fine @ 1440p with the usual optimal graphics compromises (mainly: FXAA, medium shadows, large unit size, no SSS/AO). At 4K I was 90% GPU, at best @ 60FPS, with frame drops during various situations. Somewhat disappointing because Troy ran just fine at 4K, and I think Troy looks better than WH3. I somewhat regret getting a 4K laptop panel. It's pretty when it works, but the GPU cannot handle most games at that resolution. 1440p seems to be a lot better choice.
I have a 3080 desktop with a 4k monitor and feel the same. It's nice when it works well, but when it doesn't it's very noticeable.
Turns out the Kislev campaign map is kinda of broken right now with the ice tornado, but every other race runs well.
Are you using Nvidia native image scaling? I find that makes a huge difference vs letting the monitor scale it (or windows). Since full screen is kind of broken (particularly alt-tab but I also had it hang a few times while messing with the settings) I've been setting the whole desktop to 1440p with NIS, then running WH2/WH3 in a window.
At least you can easily replace your monitor if you want 1440p.
