The Orcs flood in, the Elves let them in, the Tau are manipulated into adding them, the Genestealer cult of mutants are dedicated to getting infected as well (and attacking those who refuse the transformation), and all of them have fallen into the insidious worship of chaos (knowingly or not).

to be fair would you rather be a space marine? i mean they literally throw extremely dangerous species onto planets just for the residents to fight and get strong then take the strongest ones and brainwash them. like there is no good race in WH40k almost all extremely evil
