They have stated you can install other OS on the Steam Deck. I'm guessing they would lock you to Steam games only if you run Steam OS, but nothing prevents you from wiping the deck and do a clean install of Windows.

No, I mean the only time I need truly portable games is on the airplane, and that's not so often any more. Such times as I have been on one, I've been playing X-COM on my phone. There's enough decent old games, even without resorting to emulators, that I don't want to bother with a steam deck.
