It's not up to game devs to decide how gamers should game (unless they're hacking on a multiplayer server - that's a different condition where other people are included)

They are taking the wrong approach to the data they have. Instead, their approach should be - "Should we focus more on what is most popular in our consumer base and improve those areas?" They could add more variation within what they have found to be popular, for example. It goes either way, so if their consumers were mostly African, then it would make practical sense for them to tailor their product accordingly.
