Here's what the Dev said without all the asinine journalism attached:
"We took the most popular choices in character creation and recreated this. We thought our analytics system wasn’t working! We checked. It is. Congratulations, you’ve basically made the default Vault Dweller. What the hell guys. We gave you demon eyes, horns, and even tails. We are sorely disappointed. Go crazy. We worked hard on this! "
I get that, but still there’s nothing wrong in trying to recreate yourself in-game.
I just don't know what they expected. I assume they mean that they took the most popular combination of choices, because you can't really take independent ones and mix them together, as there are dependencies. So it's obvious that the most overlap is going to be with the consistent "self-insert" rather than the weird characters.
I figured it meant they took the values which were chosen the most rather than the average of all combinations. Honestly if you’re trying to go for escapism why would even a nigger want to be a nigger with horns.
Lets say 15% of the choices every player made were exotic, meaning players built characters with things like tails/horns/demon eyes, but they didnt go full autist checking every exotic box with a demon tail/dragon head eye sore.
So 15% silly choices and 85% “boring choices” for this example. If that was the case, when the algorithm was run, rhe average build would look like example given even if every individual character had some exotic feature.
The developer is probably trying to make some social justice point that white people are boring, but the premise he is making the point on is faulty and quite frankly, stupid.
