Aren't most PCBs produced by machine, components placed by machine, and through-hole components (which I assume the mosfets are) wave-soldered all at once?

It said less than 1% of cards were affected. Maybe they hand soldered some of them as a temporary measure and then shipped those. I dont' really know, though.
