That's because the point of a fine is to serve as an incentive not to break the law. What do the incentives look like if the incentive is set to be smaller for rich people? Instead of setting fines at a fixed amount some jurisdictions set it at a percent of income. If you make $50,000 a year the fine is $100, if you make $50,000,000 a year the fine is $100,000. Both are 0.2% of a person's income.

Taxes has nothing to do with fines. If people want to flee a country because they feel like it's not fair that penalties for breaking the law should hurt them as much as it hurts any working man, then don't let the door hit your ass on the way out.
