It's been a good long time since I've gone into a "Civilization hole." Just one more turn. Then one more... Before you know it, you gotta get up for work in 4 hours.
I'd spend the vast majority of the game just building up and building up the army and navy, not launching offensives. Defense only. Until I have enough boats packed with enough men and equipment to completely surround my rival's coastlines. Then unload everything onto their beaches and completely annihilate. Once you've taken down your biggest competitor completely and thoroughly, the rest of the world takeover is easy. After that, it's boring..
