Well that's definitely enough to run pretty much anything quite decently when it comes to emulators, up to ps4 emulation I think...
The base PS4 GPU is almost 3x more powerful than that, so no. Also, there's no working emulator for it just yet, but I believe it's a work in progress. Did you mean PS3 emulation maybe? There's a chance it might be able to do that, but not too well.

I get the feeling whoever typed that pressed the key above the 1 on his numpad (i.e. 4) which could be why it says "playstation 4 game" instead of playstation 1. It doesn't make any sense at all as the minimum GPU he listed there isn't even half as strong as the ps3 one, let alone the ps4 one. Even the GPUs he listed in the recommended sections are like 1/3rd as powerful as the ps4 GPU.
