Now it's still expensive, but at the same time it's a full blown computer, it's not an half assed config

Only thing somewhat holding it back is the GPU as the vega architecture is almost 5 years old at this point. Maybe a couple of years down the line they'll have a version with the RDNA2 iGPU. Other than that those specs are fairly beefy for a handheld.
Well that's definitely enough to run pretty much anything quite decently when it comes to emulators, up to ps4 emulation I think...
The base PS4 GPU is almost 3x more powerful than that, so no. Also, there's no working emulator for it just yet, but I believe it's a work in progress. Did you mean PS3 emulation maybe? There's a chance it might be able to do that, but not too well.
