I couldn't get through the tutorial without mods. Ended up dumping around 100 mods into it, and then I could have fun with it. Had more fun modding it, though. It's not as in-your-face with the lore as Morrowind, but it's there and it's really good, if you want to dig for it. Though, you probably won't understand any of the lore without some serious studying.
