Oh absolutely. If a painting of soup cans passes as art, surely the beautiful imagery of a video game would qualify as well. I'll accept Pack-Man Q*Bert and Moon Patrol as art without hesitation (it has nothing to do with the level of technology). I'll go further and say it's a very underappreciated form of art. It takes a lot of skill to design a game and implement it in code (early game devs had to work in assembly language and sometimes even circuit design). And it's not just a matter of the looks and sounds, the gameplay can make you feel certain things such as surprise, excitement, relief and accomplishment on a level you wouldn't get from other medium. It doesn't even take a story to do it. A great painter can make you say "wow! how did he do that?", a great game designer can make you say "wow, I finally did it!".
it's the English definition as well as perception (not everyone can do art or take it serious).
English definition it all (entertainment realm - expressing one self) appears to fall under art alone.
It's basically 500 words at that point. I can't stop thinking about different words and/or adjectives I think it is alone if not other stuff.

much of art is perception and what people like or don't like for the most part to me personally.
Mozart is not classical music at all. (making a point) - Now someone would have to prove it without saying it's been accepted by society as a classical music art form for hundreds of years and/or "accepted" by people and/or people in society. They can't use this to say it's a classical music art form.

much of it is user specified (how they receive art themselves personally alone) though, but if everyone is using English it's a start at least.
8 programming languages (variables) alone might be 8 people and they all specify it their own way alone. Variables alone are different for all 8 people (at least somewhere).
