It costs them $$$ if you get 'injured on the job' trying to stop shoplifters. Plus their insurance rates would go up. It's cheaper to not interfere with the thieves and report it as a loss at tax time. The store will give the video to the cops, and if they are bored and have nothing else to do they might look in to it.

Plus bad publicity, and they can just charge legitimate customers more.
