Only now the government's given itself a monopoly on horses by virtue of nothing more than convincing everyone really hard that this is true. The best solution to an authority is to just not obey it - and the best solution to a government is to come up behind it when it's unaware and stab it in the ankles with a pair of screwdrivers.
