My guess would be that Lidl said "THOU SHALT PUT THESE BANNERS UP IN THE APPROVED LOCATION SO THEY MAY BE SEEN BY THE MASSES" and it just turned out to be one of those happy accidents because the employees there wouldn't waste the piss on a fire to put it out because they don't give a shit.
