I don't think you can open carry in DC. I did once but that was when their was like a day and a half moratorium on all gun laws because their current ones were deemed unconstitutional. I remember I was there while the moratorium was lifted and their police chief instructed cops to not arrest anyone for open carry till the next day because people may have not heard the news. So technically I was there open carrying while it was illegal.
