How hard would it be to just walk up to that, pull a battery powered angle grinder out of your backpack, and remove some of that?
Take a flowerpot, add a bit of tin foil on the bottom, fill with thermite, add a pull start match inside the thermite with a bit of magnesium shavings or crushed up sparkler and cover the top in foil. Sit pot on target, pull cord, walk away.
Angle grinder. Lop off its head and throw it in a lake. Much simpler and no trumped up ATF charges.
