Special-ed classes are almost illegal now, and have been for a few decades (no child left behind?). I am sure that this was a 51% normal kid class, 49% deaf kid class.
Everyone suffers as a result. Normal kids end up in a warped environment, special ed kids don't get customization that they need.

No Child Left Behind has nothing to do with education for disabled kids. It had to do with education for "slow" kids (nonWhites, jews, niggers...).
