I would bet he's slightly autistic, but I don't mean that as an insult. He likely doesn't have the same social filter as most people and just says what's on his mind. In this case, his instinctual response was "black skin, beware" and he said it out loud.

Similar to how my when my son was 4 or 5 he would call people by their shirt color. Hey dad look at that black man, or red man etc. It's was so funny.
