It would have sealed the conduit at the road preventing water from getting in the conduit in the first place. Admittedly, this would only work for so long if seeing this much water constantly. Looks like someone really fucked up where to put the handhole.

Great stuff if for drafts. Only remains water proof for a short time and then becomes a wick.
