They were crazy to give him a bike with clips on the pedals. Clipless pedals would have been even more nuts. He needs regular old pedals that don't snag his feet. Even then, he's too old and senile to be on a bicycle.

Straps are completely obsolete imo. The only reason you'd connect your feet to the pedal is for competition and they have clipping shoes now.
