FCC probably won't nail or even bother with someone like this, but if you're a broadcaster that's a whole 'nother level of FCC wrath. They'd probably go after jewtube for allowing it to be broadcast, not the guy who made the video (where's the money in that?).

I only know this because I have a strange fascination with EAS-related, the older EBS-related, and the even older CONELRAD stuff. And sirens, hooo boy tornado sirens. I also enjoy fire alarms and PA systems.
