If I understand this correctly. You do not need to pass the weed-out course to get credit for it, you only need to pay for it. Then, you are shuffled along to the next course for which you are wholly unprepared, but still pay tuition before dropping out. That way the school gets an extra semester or two of money, that is borrowed, and payed for by people who weren't weeded out in the past.
