The only way I can picture it is lowering the float on the water hopper on the back of the toilet. Putting a heat source under that and using it like a steamer.

If you look up the food they're potato filled and deep fried.
Likely they were using the toilet for washing the potatoes or something.
I can't imagine using a ceramic toilet for deep frying anything.
