You have a point there, they're headlines so it's hard to tell how legit they are. However here are a few of the articles;

I’m skeptical too.
One headline was dated 2016. Others had no reference date. I believe the headings lack context (and date) I’m leaning toward it being propaganda.
He murders his political rivals. He is a dictator. Russian people are poor, don't have a guarantee of property and buisness rights which keeps many from ever attempting to start a buisness.
