Considering how his slaps alone send them flying several feet into the air, he'd have probably left a bloodied pile of dead pajeets if he used the buckle end. I'm guessing he intended to keep them alive for humiliation purposes so he decided to use the non buckle side instead for the belt whipping, which was absolutely hilarious.
