Homeowner should be billed for the dispatcher and police officers time spent here. They knew their prank would likely cause this to happen and chose not to put up a sign or anything else to warn people it's fake, from what I can tell.

Can't really disagree. It's supposed to be Christmas lights. The, "oh no, guy is falling", routine isn't a christmas celebration. It's a materialistic Judaism celebration.
How was the homeowner to know some dumb nigger crack head would have trouble discerning reality?
I would have had the cops charge the guy with destruction of private property and have him cited with trespassing....
