Yes, that's the satire. The purpose is to make sure you understand white males are worthless and do nothing. Noting it talking about how important men are to the family while the mother does everything. Then the man takes all her credit by simply kissing his daughter's cheek.

It's from a mocumentary set in a world where the Confederates won the civil war. It's set up as a History Chanel special that has historians talk about the history of the Confederate States of America. It is intersected with a bunch of fake commercials, as if it were a real show, that give a small preview in to modern life were slavery is still active. I remember the movie being funny as a kid.
