Its the same problem yes, but its known to be mostly Arab investors buying out properties in London as an investment, and then keeping them empty until prices inflate.
Its a stupid practice all around how rich people can profit so much more by investing in and controlling the housing market, only to drive up prices for people that actually need a home.
The governments all turn a blind eye to it and don't do enough to stop it.
