They are still there. The CIA airlifted their ISIS fighters out of Al Bab when the Caliphate crumbled (they are now in Afghanistan), but the CIA has still Al Qaeda there (renamed to HTS). The Pentagon has a lot of fighters in Al Tanf (Syrian-Jordan border), they just don't know what to do with them (taking Palmyra again is not an option anymore, the Russians are vigilant).
