For Blacks having a mixed baby (no matter how much they deny it) is often a point of pride and amongst themselves they often look to reproduce with lighter-skinned Blacks to have a lighter-skinned baby.
Blacks often just use women as cum dumpsters and abandon the baby. Almost none of them give a shit about positive paternity tests. What are you going to do? Garnish his wages from Foot Locker or his prison commissary? It is almost never worth the time to pursue these guys in court because your "winnings" will be negligible and he'll just work under a relative's name to avoid paying you, anyway.
