Definitely. It seems like he isn't rushing it like the last time. So far, he's picked cities that already have major football teams (New York, LA, Seattle, Dallas, Houston, St. Louis, Tampa Bay, and Washington, DC), which is alright considering that the XFL is gonna be a competitor to the NFL. However, I'm hoping he chooses to include other cities that don't have major league football teams in his league.
Just a guess, but maybe the NFL rushed this thing out to get a leg up on his league. And you're right, I do like the smaller cities having teams over the ones that already have NFL teams.
