So far, he's picked cities that already have major football teams (New York, LA, Seattle, Dallas, Houston, St. Louis, Tampa Bay, and Washington, DC), which is alright considering that the XFL is gonna be a competitor to the NFL. Just a guess, but maybe the NFL rushed this thing out to get a leg up on his league. And you're right, I do like the smaller cities having teams over the ones that already have NFL teams.
